StateBags.com — Refusing to refund

I asked my sister to look out for a delivery from State Bags while I was out of town. I just realized that she never received the bags. She said that she did check for delivery each day of the week delivery was promised. I admittedly, reported the missing item months after delivery was expected. However, the company is refusing to refund me any money despite the fact that they did not deliver the items I paid for. This, in my view, is essentially theft.
