Priceline — Hotel Reservation cancelled refund

I cancelled a Holiday Inn reservation in Pleasanton, CA. for a reservation from October 15 to 22, 2023. Priceline web site showed a lower price so I called Priceline, seven days before the cancellation date and time, and asked them to upgrade my reservation to the lower fare. The priceline representative advised me they could not change the reservation unless they cancelled the old reservation. I advised them to cancel the reservation. Subsequently, I cancelled the priceline reservation within the seven day and no fee period. Priceline has been holding my refund of $975.45 for over 1 year and advised the refund due to me is $848.15. Priceline’s virtual help took 13 days to respond to my first email and over 4 days on the second email. They advised the refund could not be used for another reservation. Can you assist? Refund the total amount paid $975.45 or allow me to use this amount for a new transaction,
