PayPal — Nowhere to respond to anything!

I purchased a watch and paid with Paypal for the purchase — The company was in china, and fraudulently and admittedly sent me a completely different product than I ordered – two sets of airbuds. They expect me to take this instead of the watch I ordered. My total was $166.99. I filed a complaint through the resolution center with paypal. This has now been going on for more than 2 weeks. I have even been willing to accept less –but not $30 that was offered, or $50!!! Now the company wants me to ship the wrong products back to CHINA, but won’t pay for it — I should not do this when they purposely sent me the wrong thing, and I do not even trust them to refund my $$ if I do. I believe PAYPAL is not honoring their own policy by not refunding my money. They are not going to bat for me as a customer by not reversing the charge to me from a FRAUDULENT seller. This is not buyer remorse. I did not order two airbuds — I ordered a watch, and they have admitted they sent me these because they didn’t have the watch! IN ADDITION, in the resolution offer they require me to “respond,” but offer NO WAY TO DO SO on the resolution center. I have appealed to they fact this was a fraud, I have asked them to honor their policy, and they simply give me the runaround and nowhere to respond to anything!
