PayPal.com — They have no right to hold my money

I have been trying to activate a paypal prepaid debit card, they have locked it so i can not access my money that i put on the card. i bought the card, put my money on this card, to me its theft. the card wasn’t activated yet. ive been jerked around with my accounts, hacked a year ago and for the accounts like paypal i stayed clear off till i started getting things back. i was injured about 3 years age lost the use of my right are, found out i have cancer at that time, on disability and i worked on fed mil bases around the country, disability pay is a joke, haven’t much to eat the last few days and they are holding the only 40 dollars to my name till the 3rd wed of the month. needless to say im not to happy right now. 1 prepaid card 2 not even activated yet 3 that is not credit money on this card but my money 4 they have no right to hold my money
