PayPal.com — Should verify merchants before allowing them to use their services

My 17 year old daughter used my credit union debit card to order Beats by Dre headphones. De she ordered from drewireless.com the website was illegitimate but payment was processed on PayPal guest account and not directly from my PayPal. We cancelled the order as well as my credit union debit card. I am having an issue getting money refunded to the card as it is cancelled. PayPal is stating it can only return it to the card which is not possible due to it being cancelled. I asked them to credit it to the bank account listed on my PayPal account which the card is connected to and they have refused I am afraid I will not get my refund. I keep getting the run around and had poor customer service each time I have called. I am requesting a refund. PayPal should verify merchants are selling legitimate products before allowing them to use their services.
