Google — This is a clear scam

Google recently made a promotion offer for their google one storage service, offering a free nest hub with an eligible upgrade to a 2TB plan. I upgraded under this offer on Sept 2. No further details about the offer came after upgrade, so I contacted customer support. They informed me the redemption offer for the nest hub will be sent 7 days after upgrade. I received my redemption offer today (Saturday September 10) and proceeded to click through to claim, only to find only two colors available in the offer (of four colors available) and both out of stock. Meanwhile the two colors not included in the offer are showing in stock on the Google store. The redemption is only valid until September 30. I attempted to claim this offer in August. I again contacted customer support, only to be told they were sorry they could not fulfill the order, and they were not sure when the devices would be available again. No offer to place a back order, or extend the offer. There appears to be no opportunity get refunded for the plan upgrade. Searching the web, it appears I am not the only one impacted, and there is no steps from Google to remediate. I’m waiting for further contact from Google at the moment but not hopeful of resolution based on others experience. This is a clear scam, Google must have full visibility into the stock levels and ability to fulfill. The fact the offer is limited by color also points to the offer being a scam. I would either like the stated offer to be filled or my upgrade refunded.
