Google Play — There has been no option with Google to resolve this

I have purchased 4 Google Play Gift Cards (in the amount of $100 total) from legitimate grocery and pharmacy stores in Sep and Oct 2019. When trying to redeem them, they would say it would add the amount to my google play but then when you hit redeem, it would say they needed further information. I uploaded (on their form on their website) all required information, including copies of the receipts, cards, proof of identity, etc. All I have received from them is this is an ongoing problem and they have a huge backlog and they are working it first come, first serve. There must be hundreds of people who are being scammed by Google, not honoring legitimate cards. There has been no option with Google to resolve this.
