Google — I am out of options

The past 2 weeks I have followed googles instructions by several reps and now they come and tell me they can’t help me I downloaded a fabulous app and I cancelled my subscription within the 7 days. I was charged the 39.99 anyway I reached out to the developer 3 times and they do not have a email address just a feedback page and I have not heard back. I called Google because several people have had the same issue spoke to she gave me the contact info told me that Google was going to have my back and that since I would have screenshots now since it was a email not a feedback page they would be able to assist me in getting my refund, sent the email to the developer got a automated response saying they do not monitor that box and click this link for assistance which took me back to their feedback page. I called that evening talked to a who told me that yes I would get a refund from Google but I had to give them 3 days to see if they would respond, I called google yesterday spoke to a who said he was escalating this because I need 40.00 I have a family of 5 including a 2 year old son and elderly mother that rely on me. He said that it was going to the higher ups and they would reach out to get a response from the developer and if they didn’t get a satisfactory response they would issue me the refund and either take their app down from the play store or do some other kind of action. Well I hung up the phone got a email from google saying I should not expect a email response regarding my issue and it might not be resolved if it didn’t fall in their guidelines which is the absolute opposite of what I was just told. So again I called back, this time I talked to Carlos who in a nutshell told me that I was basically up a creek without a paddle and that all the previous reps were blowing smoke up my rear end. That I was taking a risk every time I downloaded an app that this could happen. That I wouldn’t go to a mall and buy a sweater from a store and then complain to a store if I wanted to return the sweater, well actually I would if I was returning it within the time frame and the store just shut its doors and their office did not answer because the mall would have some kind of contact information and if they didn’t then I would expect them to issue a refund. So he hung up on me, again I called this time I talked to Stark, she apologized gave me the whole song and dance and said she was going to absolutely make sure I got my refund one way or the other because she saw everything I had been through and this and that, she had seen where I had done what the first rep had asked me to send the screenshots in I had done. I have done every single thing the google staff has asked me to do she said she was even going to bookmark my case to make sure to follow up, so she asked if I could send her my original screenshots which I did. This morning I get a response saying that she spoke to the specialists and they advised I need to speak to the developers for assistance. Now these are the developers that I have tried calling that don’t answer or have a message that say they are not open, or that their app only gives me a option to submit feedback which I have done 3 times and also sent a email too. I am out of options.
