eBay — SCAM I paid for item and never got it

I bought a portable dishwasher that was never delivered by the post office the Livermore Post Office is awful they did not leave notices and returned the item. I contacted the seller several times and waited. They did not respond. By the time eBay got involved they claimed it was too late for them to do anything. I never got the item OR MY MONEY. The scammer seller kept both. THAT IS FRAUD. Ebay customer service lied to me several times telling me they would refund me then not refunding me. I have been buying on eBay for decades tens of thousands of dollars spotless record and no help
