Clowns.com — Dispute Transaction

I had ordered a Batman costumed character for a golf outing for 1 hour for July, 2020. The character was over an hour late and only stayed for 20 minutes. The next day I left a message for the owner to contact me since his employee left early. I did not receive a call back so I called again on the morning of July. I once again left a message. I called back later that day and someone named George started yelling at me that some of the members of the golf outing were trying to strike his costumed character. I told him that it is disgusting that he would make such allegations as his employee had never said this to me prior to leaving. I even offered to provide him with Affidavits of all members of the golf outing since all are upstanding citizens. Thereafter, George and I communicated through email and he promised to refund me half of my money. Now 2 weeks later I am still not in receipt of a refund although I have made every effort to obtain same. I have now contacted my credit card company to dispute the transaction. Although a dispute is pending, upon information and belief I am out of the time frame in which I could make a claim. I believe this was George’s plan all along. I am unfamiliar with this process since I have never had to go through this before. I would appreciate any help with this situation.
