Bell Canada — Request of Bell Canada metal box with keypad lock to replace wooden box

Last June 25th I lost my VDSL connection at 1505 Baseline Road, Ottawa. I called my internet provider Teksavvy who then called Bell Canada to look at my connection. Two days later a technician arrived and after several hours fount the problem. The Bell connection wires for my apartment had been cut. The connection wires were housed for the whole building in a wooden box around 2 feet wide by 4 feet high by 6 inches deep with no discernable lock, just a hasp. The technician fixed the problem within half an hour and I got a key lock for the hasp. Later the property manager informed me that the box is under control of Bell. We cannot lock access to their equipment. The lock is still there with the key in the office. Problem is the superintendent leaves after 5 pm during the week and the office is locked on the weekends. That will not fix the problem.
