Hired Balkan to replace led pipe. They dug hole outside house and changed pipe ,however, they did not take out old pipe or hook new one to water rmeter.1 week later job was still not complete, however, our credit card was charged for the full amount which was due only upon completion of job.. Yesterday basement flooded due to pipes still being open and outside wall not sealed properly. Supervisor refused to meet us at location but instead sent his staff to cover hole inside the house and hook up pipe. Both our contractor and certified plumber told them the wall must be sealed properly from the outside or it will leak again. They refused. In addition, although they admitted their work had caused the flood, they would not help remove water from basement

This is a false claim. This is likely a long-standing water proofing issue due to the material and nature of the foundation wall. Water is seeping through a long swath of the wall, and from the staining seems to be ongoing for a very long time that predates Balkan’s work.
